OHSAA Studying Expansion of Tournament Divisions in Several Sports
Statewide meetings in January will give school administrators the opportunity for feedback

COLUMBUS, Ohio – The Ohio High School Athletic Association Board of Directors and staff have been discussing expanding tournament divisions in several sports, Executive Director Doug Ute has announced. The OHSAA will hold statewide meetings in January to present data and gather feedback on the topic, which seeks to address the wide enrollment differences from the top to bottom of the current divisional structure. Changes could mirror the OHSAA’s current football model, which puts a smaller number of the state’s largest schools in Division I.

Of note, the proposal does not add any additional tournament games and would be expected to be a revenue neutral expansion. The Board of Directors could act on a proposal as soon as early 2024. The sports currently being discussed include the sports of girls volleyball, girls and boys soccer, girls and boys basketball, softball and baseball.

Currently, more than 200 schools enter the postseason tournament in some divisions to compete for a state championship.

“Almost since day one when I became executive director (in September 2020), many administrators and coaches have expressed interest in expanding tournament divisions in several of our sports,” Ute said. “As everyone knows, we have seven tournament divisions in the sport of football, so why not give student-athletes, schools and their communities the same, or at least comparable, opportunities to compete for a state championship in some of our other sports.

“The Board of Directors has been very supportive when discussing this, and I have been pleased that we seem to be on the same page and could possibly have a proposal in front of the Board in the very near future,” Ute said. He added that the OHSAA will discuss adding tournament divisions in other sports in the future.

While the OHSAA Board of Directors has not recently been asked to act on formal proposals specifically on expansion, the Board has heard proposals that addressed the enrollment disparity between the schools at the top to the bottom of Division I in both 2006 and 2019. The only modification the OHSAA currently has in place addressing that issue is in football, where Division I is comprised of the top 10 percent of schools based on enrollment and the other six divisions are divided as evenly as possible. Currently in the sports of baseball, basketball, soccer, softball and girls volleyball, the enrollment difference from the top to the bottom of schools in Division I is an average of 939 students, with highs of 955 in boys soccer (an enrollment range of 346 to 1,301); 954 in boys basketball (346 to 1,300); 944 in baseball (356 to 1,300) and 940 in girls volleyball (319 to 1,249).

The OHSAA has studied the number of tournament divisions and formats in other states and has found that several states, including many that have fewer schools, have more tournament divisions than Ohio. Other than football, the OHSAA has not expanded divisions in team sports since the 1980s. Ute also said that as many schools throughout the state have lost enrollment, the trend has been for those schools to leave their conferences or leagues and join ones that more closely resemble them from an enrollment standpoint. Placing schools into tournament divisions with those that have similar enrollments is one of the key elements that would be addressed by expansion.

“Our No. 1 goal is to do what’s best for the student-athletes,” Ute said. “We believe our member schools and their participants would support this. From a financial standpoint, we would not be playing more contests overall, we simply would be putting the same number of teams into more divisions. So, our initial thought is this would not have an impact on the OHSAA financially one way or the other.”

School administrators will be sent information on the statewide meetings in January, and the OHSAA will also continue to collect input from the various state coaches associations.

Any proposed changes in the number of tournament divisions would need to be approved by the OHSAA Board of Directors, as those guidelines are part of the OHSAA General Sports Regulations, not the OHSAA Constitution or Bylaws. Any changes to the OHSAA Constitution or Bylaws would require a vote of the membership.
 
 
It's about time. I always found it amusing coming from a state like Arizona that had 5 divisions in the 90s and then come to Ohio with more schools and only have 3 divisions.
 
The thought is to go to 5 divisions. Division I would have the 64 largest schools and the rest of divisions would be split evenly.
Better than nothing. Would love to know the # of schools that have added girls soccer in the last 20 years...I'd bet it's nearly 100 schools....yet the same 3 divisions have existed forever.

So you'd have 64 in D1 and then around 105 in each of the other 4 divisions.

In the first season of 3 divisions in 2011, the OHSAA requirement was 500 girls team to make 3 divisions and that was achieved that year with 504 teams. This year there were less than 516 teams in the tournament. So 15 new teams in 12 years. Problem is still with your large metropolitan public schools (i.e. Cleveland City Schools, etc.) not being able to field soccer teams.

supposedly the proposal from the OHSAA is to move to 5 divisions in soccer....assuming the state would follow the model for football where the top 10% of enrollment are in D1.....but that would only be 50 schools so I could see them moving the top 64 to D1 for a cleaner tournament...and then the rest of the 450 or so spread out among the other 4 divisions. Would shrink the divisions to 112-114 schools per division in 2 through 5 (there's 170 now per division.

I like the idea of a top 64 and then 4 balanced divisions

I do wonder if with 5 finals they dont stagger the boys and girls seasons so the finals would be on different weekends.

I like the idea of a top 64 and then 4 balanced divisions

I do wonder if with 5 finals they dont stagger the boys and girls seasons so the finals would be on different weekends.
After looking at the current proposal of 64, 64, 129, 130, and 130 teams per division, I agree that it should be 64 in Division I with the remaining 453 teams being divided up into four divisions (113-114 teams per division) which increases everyone's chance to win a state title in Divisions II-V.
However, I understand the counter argument for the current proposal. The difference in school enrollment in each division (II-V) are all within 163. The interesting thing about the current proposal is that most of the state powerhouses are crammed into Divisions I, II, and IV (6+) with divisions III and V having fewer powerhouses (2-3) increasing the likelihood of non-powerhouse winning a state title.

The reason is MND just squeaks in with the number you have but in the one that I reference above - from what I am seeing, there is no catholic/private girls school in D1. While this is very interesting in Soccer, I am surprised that the Girls volleyball Forum is not going crazy with this news/

The competitive balance number for each sport might be different. Which would cause the slight difference in the total number from each list.

That is interesting with the CB #'s - wonder why the #'s are different. Seems to me that would be harder to manage by the OHSAA especially since they are both fall sprots

The CB #s are determined by the number of athletes on last year's rosters that are classified as Tier 1 or Tier 2. Different rosters for soccer and volleyball so likely a variance in each sport's CB #.
 
I don't know why they are always in such a hurry to announce these divisions. It doesn't affect anything until the playoffs.

Why not just wait for fall rosters and then go from there? You have 8 weeks from the beginning of the season until the playoffs start.

Also with EdChoice movement might be higher than normal this summer
 
Now that it's somewhat official any thoughts on the girls side? Seton creeps into D1 at the bottom. Walsh Jesuit, MND, and some other notables in D2. D3 is seems to be very loaded also. D4 thins out a bit and D5 who even knows what will happen.

D4 thins out? Looks pretty loaded coming out of the Southwest. CCD, Summit, Roger Bacon, McNick, Wyoming, Indian Hill, Mariemont, Waynesville, Alter (sorry if I missed someone) - all vying for 3 district championships.
D5 - looks like a cake walk for Madeira.

D4 Cincy gets 4 districts I believe, but look outside of Cincinnati. Who is left? Ottawa-G? They graduate a lot just like CCD, Waynesville, Wyoming. Mariemont, Summit, Alter, and maybe Roger Bacon look good on paper. I just don't see many D4 teams across the state outside of Cincinnati. But I'm also not well versed on smaller schools.


I agree with Madeira in D5 though.
